Deputy Minister of Works Conducts On-the-Spot Assessment of Government Assets in Lungi

Lungi, 4th April 2025 — The Deputy Minister of Works and Public Assets, Mrs. Christiana Queen Fofanah, accompanied by a technical team, carried out an on-the-spot visit to Lungi on Friday, 4th April 2025, to identify properties owned by the Government of Sierra Leone under the supervision of the Ministry of Works amongst others.
The visit forms part of the Ministry’s broader initiative to ensure the effective maintenance and optimal use of state-owned properties.
During the inspection, the Deputy Minister and her team assessed the old Presidential Lodge, and wide range of government buildings which are owned by state enterprises including the Sierra Leone Airport Authority, Fire Force, SALWACO , PWD Works Yard, SALWACO Dam to name a few. It was evident that the works yard was in a very deplorable state (See attached photograph). The need for a complete overhauling on these facilities was also evident.
The team also gathered firsthand information about the occupants of government quarters, illegal occupants of Ministry of Works and Public Assets quarters were listed to be evicted with immediate effect so as to ensure the Ministry’s assigned staff to Lungi secure accommodation.
Addressing some government workers present, Mrs. Fofanah emphasized the government’s commitment to infrastructure development and efficient asset management. She noted that several challenges, including structural degradation and poor maintenance, were observed during the visit. The workers were delighted to receive the Deputy Minister and team as they informed that she is the first in over twenty years to conduct such exercise in Lungi. They added that the visit is timely, now that the airport is going through transition, government will take full possession of its facilities.
“We are here to get firsthand information on the condition of government properties and the status of their occupants in Lungi. Our assessment will help inform decisions on rehabilitation and future investment in public infrastructure,” she stated.
The team discovered that some government quarters in the Tintafur Community were occupied by non-civil servants, with some occupants altering the structure and appearance of the buildings. At Banda Wharf, the quarters were found to be occupied by members of the community. No issues were reported at the Perimeter area. However, the Lungi PWD Works Yard was noted to be an urgent need of attention, as it was reported that it poses security threats to the peace of the community as hoodlums uses it as hideouts.
As part of the ongoing efforts to strengthen government asset management, similar inspections are scheduled to take place in other regions in the coming months.
Honorable Members of Parliament and Ministry of Works and public Assets Officials Conducted a Fact-Finding Tour of Quarries and Stone-Cutting Operations in the North western province.

Northern Province-March 28th, 2025: A delegation comprising Members of Parliament from the Committee on Works and Public Assets, alongside the Deputy Minister, Mrs Queen Fofanah and Senior officials of the Ministry embarked on an extensive tour of quarries at Mile 38 and stone-cutting operations at Mile 91 to assess industry standards and compliance issues.
The fact-finding mission aimed to gain firsthand knowledge of quarrying and stone-processing activities, with a particular focus on regulatory compliance, safety protocols, and environmental sustainability.
The delegation visited key quarry sites at Mile 38: (HDF Quarry Company, Malick Int. Co. SL Ltd. IECC, Earl (SL) PVT Ltd, Well Prosperity, Sheri Heri Co, CTL); and at Mile 91, (Tuolei Stone SL Limited-Gbonkolal and Dong Tai Company, SL Limited-Rochen), where they engaged with industry stakeholders and workers.
Speaking during the tour, the Deputy Minister of Works and Public Assets, Mrs Queen Fofanah emphasized the government’s commitment in ensuring that quarry activities adhere to compliance issues, environmental and safety regulations. “Our objective is to promote responsible quarrying that balances economic growth with environmental protection. We want to ensure that these operations comply with industry best practices,” she said.
The Chairman of the Parliamentary Oversight Committee on Works and Public Assets, Hon. Basiru Sidikie expressed concerns over the non payment of licenses from quarry operators to the Ministry of Works and Public Assets and the Environmental Protection Agency and the impact of quarrying on surrounding communities. “We have seen both good and concerning practices. It is clear that some operators are investing in sustainable and safe methods, while others need to improve their compliance with the Ministry and environmental laws,” Hon Sidikie noted.
In Mile 91, Rochen Kamadoa and Gbonkolal villages, the delegation observed stone-cutting operations and interacted with community members to understand the socio-economic impacts of these activities. The officials emphasized the importance of sustainable practices that benefit both the industry, local populace.and the country at large.
These tours reflect the government's proactive approach to infrastructure oversight and its dedication to fostering a balanced relationship between industrial development and community well-being.

Dr. Denis M. Sandy, Mrs. Queen Fofanah and staff of the Ministry of Works and Public Assets made an on the spot visit to the PWD works yard on Pademba Road. The PWD is one of the technical unit of the Ministry of Works and Public Assets. The facility offers Carpentry, Welding and Mechanical Services to the Public.
The Minister has a vision to revamp the Public Works Yard to a modern entity to deliver quality service to the Public.
The Minister of Works and Public Assets Dr. Denis M. Sandy, his Deputy Madam Queen Fofanah and cross section of the staff of the Ministry of Works and Public Assets ,on Friday 4th August, 2023 paid an official visit to the Sierra Leone Roads Authority at the authority Head Office at Kissy.
The visit was to have first-hand information on the activities of SLRA, successes and Challenges in the Road sector.
The Director General of SLRA Ing. Amara Kanneh and team at the SLRA, were pleased to see the Minister and team. DG Kanneh highlighted key issues bordering the Road sector and promise to work cordially with the Minister and his team at the Ministry.
The Minister, Dr. Sandy in his statement assures the staff of SLRA of his commitment to fix the challenges facing the Road sector in the fastest possible time. I am here to work with everyone who is ready to work with me to push the country forward. I am not an arm chair Minister, he added.
I want to see President Bio’s government construct more new roads to enhance the FEED SALONE programme. He concluded.

The Minister of Works and Public Assets , Dr Denis M. Sandy officially takes over the political Leadership of the Ministry of Works and Public Assets on Tuesday 1st August,2023.
He succeeded Mr Peter Bayuku Konteh , who served this Ministry for 4 years.
The Permanent Secretary , Chief Director , staff of the Ministry of Public Works and Public Assets , Sierra Leone Roads Authority , the National Government Property and Assets Commission and the Media witnessed the Handing Over Ceremony at the Ministry's conference room.
