Kenema-Zimi Road is a Priority for President Bio

New England Ville, Freetown, 27th February 2025 – The Minister of Works and Public Assets, Dr. Denis M. Sandy, has reaffirmed that the Kenema-Zimi Road project remains a top priority for President Julius Maada Bio. He made this statement during a courtesy visit by the Moawoma Grassroot Movement to the Ministry.

Welcoming the delegates to the Ministry’s main conference hall, Deputy Minister of Works and Public Assets, Mrs. Queen Fofanah, expressed appreciation for the visit. She assured the delegation that their concerns would be duly addressed.

Purpose of the Visit

Speaking on behalf of the Moawoma Grassroot Movement, Secretary General Mr. Osman M. Ceesay explained that the organization serves as a bridge between the government and the people of Moawoma Chiefdom. He emphasized that the purpose of their visit was to receive an update on the status of the Kenema-Zimi Road project and provide feedback to their community.

The Chairman of the organization, Chief Ansumana Konneh, highlighted the numerous challenges residents face due to the road's deplorable condition. He stressed the urgent need for intervention.

A member of the delegation, Madam Adama Kallon, reiterated the severity of the situation, noting that the poor road conditions have resulted in frequent accidents, particularly affecting women and children.

Representing the Director General of the Sierra Leone Roads Authority (SLRA), Mr. Fudie Kamara assured the delegation of the government’s commitment to constructing the road. He revealed that SLRA has submitted multiple project proposals, and several donors have expressed interest in conducting feasibility studies. He also announced that maintenance work would commence in the coming weeks to improve the road’s condition.

Minister Sandy, in his statement, noted that the Kenema-Zimi Road spans approximately 87 kilometers and requires significant financial investment. He acknowledged the challenges faced by residents and appealed for patience, assuring them that the upcoming maintenance efforts would help alleviate their difficulties.

"The government will continue to listen to the concerns of its people and seek solutions," he said. "As Minister of Works, I will ensure that the Kenema-Zimi Road remains a priority in Cabinet discussions until its construction begins."

He reaffirmed that road infrastructure is a key focus for President Bio and assured the delegation that their concerns have not gone unheard.

Speaking on the economic Importance of the Kenema-Zimi Road, Chief Director of the Ministry, Mr. Paul Bockarie, emphasized the economic significance of the Kenema-Zimi Road, stating that it serves as a crucial international link.

Permanent Secretary, MD Judith C. Jones, highlighted the Ministry's ongoing efforts to improve road infrastructure across the country. She commended SLRA for its proactive role in the project, stating that the government remains committed to addressing the needs of the people of Moawoma.

The meeting concluded with a question-and-answer session, allowing delegates to further engage with government officials on the progress of the Kenema-Zimi Road project.

Friday, 17th January, 2025 The Minister and Deputy Minister of Works and Public Assets, senior Management Staff of MWPA and the Sierra Leone Grammar School held a very impressive meeting relating to the construction of d Sierra Leone Grammar School Road in preparation for the school’s 198 years Anniversary celebrations.

In attendance were the PS, Chief Director, DG and DDG SLRA, ACC. CG (an old boy of d school) the NPPA Boss, CRSG and Africell. 

The meeting ended on a high note and I am confident we will boldly deliver on this Road Project. Dr.Denis Sandy concluded.

Ministry of Works Hosts Two-Day Retreat on Target Setting for IPAS and PTT


New England Ville, Freetown January 13, 2025: The Ministry of Works and Public Assets has commenced a two-day retreat on target setting for the Individual Performance Appraisal System (IPAS) and the Ministerial Performance Tracking Table (PTT). 


The event which was held at the Ministry’s main Conference Hall, brought together key stakeholders of the ministry to align on strategic goals and performance targets for the year ahead.


The Permanent Secretary of the Ministry of Works, Madam Judith Jones, warmly welcomed participants and highlighted the significance of collaborative efforts in achieving success.


She said, as they embarked on this journey of strategic planning, it is essential to recognize that, each participant plays a pivotal role in their collective success. 


The retreat she said was not just about setting targets but also fostering a shared vision for progress and innovation.


In his opening statement, the Honorable Minister of Works, Dr Denis M. Sandy emphasized the importance of setting clear and measurable targets to drive efficiency in executing the ministry's activities.


The retreat he added would provide a unique opportunity for them to recalibrate their strategies and focus on delivering impactful results. 


He concluded that, IPAS and PTT are crucial tools in ensuring accountability, transparency, and the timely completion of their work; and that, by setting realistic and actionable targets, they could ensure that the Ministry’s objectives align with the broader national development agenda.


The retreat will featured interactive sessions, presentations, and group discussions, focusing on improving project monitoring systems, streamlining workflows, and enhancing decision-making processes. 


Participants will also review progress from the previous year and proposed innovative approaches to overcome challenges while discharging their functions.


The Ministry’s commitment to ensuring the efficient delivery of public works activities would be evident throughout the retreat, with participants leaving motivated to achieve the set targets.

January 6, 2025 – New England Ville, Freetown: The Ministry of Works and Public Assets convened its first management meeting of 2025 today, January 6th, 2025 bringing together top officials and directors to set the agenda for the year ahead. 

The meeting, chaired by the Minister of Works and Public Assets, Dr Denis Moinina Sandy took place at the Ministry’s main Conference Hall and focused on key strategic goals, ongoing projects, and the introduction of innovative measures to enhance public service delivery.

In his opening address, Minister Sandy emphasized the importance of accountability, efficiency, timeliness and collaboration within the Ministry. 

Highlighting achievements from the previous year, the Minister called for renewed commitment to completing major infrastructure projects, including public facility upgrades.

“The year 2025 marks a critical juncture for our Ministry as we aim to consolidate past successes and introduce new initiatives that will benefit our citizens. It is essential that we remain focused and transparent in our operations,” the Minister stated.

The Permanent Secretary of the Ministry, Madam Judith Jones presented a detailed report on the Ministry’s performance in 2024, noting significant milestones achieved despite challenges such as resource constraints and logistical delays.

The Chief Director of the Ministry, Mr Paul S.H. Bockarie outlined some of the achievements and challenges faced by his Department in 2024 and chatted the way forward 

In addition, directors of various departments shared updates and plans, with particular emphasis on enhancing collaboration.

The Ministry of Works and Public Assets reaffirmed its commitment to building sustainable infrastructure that meets the needs of citizens and supports the nation’s economic growth.

Monday December 9, 2024, the Minister of Works and Public Asset, Dr Denis M. Sandy was in parliament to support the newly appointed chairperson of the Sierra Leone Roads Authority  Board go through her appointment process. 

Hon. Helen Kuyembeh is known for her dedication to duty and firmness to get things done. With her, Dr Denis M. Sandy is convinced that coordination, supervision and oversight between the Ministry of Works and Public Asset and SLRA will take a positively different angle to ensure delivery in the Road Sector.

Mile 91, Tonkolili District, 30th October, 2024: In a visit aimed at addressing key community and industrial concerns, the Deputy Minister of Works and Public Assets, Mrs Christiana Queen Fofanah and team visited the villages of Rochen Kamadao and Gbonkolal to investigate an ongoing boundary demarcation concern  between two prominent Chinese companies, Dong Tai and Tuolei, over the extraction rights of dimension stones in those villages.


During the visits, the Deputy Minister and Team met with local leaders, community representatives, and stakeholders from both Dong Tai and Tuolei companies. 


In his explanation, the  Section Chief  of Rochen Kamadao, Chief Mohamed Fullah intimated the Deputy Minister and her Team that, Tuolei was the first company that went to the Chiefdom but never engaged the authorities and the people of Rochen Kamadao about their operations but went to Gbonkolal where they met with the land users and made all necessary arrangements for the extraction of dimension stones in that community.


Buttressing the Chief's statement, the Head Man of Rochen, Mr Inbrahim Conteh added that,  Dong Tai was the only company that engaged the people of Rochen Kamadao on the issue of the extraction of dimension stones in their community.


He said the people agreed on the terms and conditions of the company and gave them their consent to work in their community.


In an engagement with the people of Gbonkolal, the spokesperson, Alusine Sesay told the visiting team that, they gave their land to Tuolei after all necessary arrangements were met but never consented to the issue of Tuolei Company covering other neighbouring communities.


According to the Chief Director of the Ministry of Works, Mr Paul Bockarie, the license the Ministry gave to Tuolei was to extract dimension stones in Gbonkolal only and that Tuolei never went back to the Ministry with an intention to expand their work to other neighbouring villages.


The Deputy Minister of Works and Public Assets, Mrs Christiana Queen Fofanah in her statement, highlighted critical needs, including improved access to basic infrastructure, enhanced public amenities, and job opportunities for the locals.


The Deputy Minister assured the villagers of government's commitment to addressing the issue, reiterating the ministry’s role in supporting development and public asset management.


Addressing the concern between Dong Tai and Tuolei, whose mining operations have recently been marred by concern over territorial rights for dimension stone extraction, the Deputy Minister said, the ministry’s visit seeks to verify and clarify demarcation boundaries in line with licenses obtained from the Ministry of Works and Public Assets, to prevent further tensions between the two companies and establish a regulatory framework that ensures sustainable and equitable practices.


Deputy Minister, Queen Fofanah stressed the importance of adherence to legal frameworks governing extraction activities and reiterated President Bio Government’s dedication to fostering an environment where local communities and industry players can coexist productively. 


Mrs Queen Fofanah  urged Dong Tai and Tuolei to cooperate with Government officials and respect the legal demarcation lines to prevent further disruption.


She said, after a thorough assessment of the investigation, the Ministry would provide clear guidelines for boundary regulations and outline actionable steps for both companies and to ensure that both economic interests and community welfare are safeguarded.

TACON Company and Partners Engage Ministry of Works on Investment Opportunities

New England Ville, Freetown: October 28th, 2024 – TACON PLS SARL and its partners met with the Ministry of Works and Public Assets on Monday, October 28, 2024, to discuss potential investment opportunities in Sierra Leone.

During a preliminary meeting held in the Ministry’s main Conference Hall, Mr. Seifu Ambaye Fanta, CEO and Director-General of TACON PLS SARL, provided an overview of the company’s background and operations. Established several years ago, TACON PLS SARL he said has undertaken significant projects across Africa, including in Ethiopia, South Sudan, Uganda, and Somalia.

Mr. Fanta shared that their expertise spans large-scale construction projects such as estates, universities, hospitals, and roads.

The CEO stated that, having invested significantly in East Africa, TACON PLS SARL and its partners turned their attention to West Africa in 2019, recognizing significant opportunities. Following successful expansions into Guinea and Senegal, where they have established offices and invested in construction, Mr. Fanta said his company now turned to Sierra Leone upon the recommendation of one of his  partners,  Mr. Momodu Barrie.

This visit he said aims to explore collaboration with the Government of Sierra Leone.

Chief Director of the Ministry, Mr. Paul Bockarie, outlined the Ministry’s mandate, which includes overseeing public works, regulating the construction industry, and supervising the Professional Engineering Council and the Professional Architecture Registration Council. 

He also briefed the TACON team on Sierra Leone’s priority projects, such as the “Feed Salone” initiative and the Government’s “Big Five Game Changers,” emphasizing the Ministry’s interest in infrastructure projects, including roads, railways, bridges, administrative buildings, and the stone dimension industries.

Presenting Mr. Fanta and the TACON team to Dr. Denis Sandy, Minister of Works and Public Assets. Mrs. Christiana Queen Fofanah, Deputy Minister of Works and Public Assets, encouraged TACON to uphold high standards in alignment with Sierra Leone’s infrastructure vision under President Dr. Julius Maada Bio’s leadership. Mrs. Fofanah expressed optimism that TACON’s expertise would significantly contribute to the country's infrastructure goals.

In his address, Minister Dr. Denis Sandy highlighted key road projects, including the Mano Junction-Kono Road, Kenema-Zimi axis, Bo-Yeleh Road, and the Moyamba-Gbangbanto route. Emphasizing the nation’s readiness for business, he assured TACON of the Government’s support in establishing enduring partnerships and invited the company to help advance Sierra Leone’s infrastructure development.

MWPA STAFF BENEFITS FROM NC3 TRAINING

The National Cyber Security Coordination Centre , NC3 on Wednesday 14th August , 2024  trained staff of the Ministry of Works and Public Asset on Cyber crimes and prevention. 

The training brought together admin and professional  staff of MWPA . 

The training detailed on the mandate of NC3 and practical preventive measures to minimize cyber attacks. 

Staff of MWPA enjoyed and benefitted from the  session and will implement the recommendations / advises from NC3 to protect themselves and the ministry from cyber attack. 

MWPA CASCADE MINISTERIAL PTT TO HEADS OF DEPARTMENTS

The Ministry of Works and Public Assets with the Directorate of Performance , Office of the President held a one day workshop to cascade the Ministerial Performance contract signed by the Ministry with His Excellency the President. 

In attendance at the meeting  were the Minister , Deputy Minister, Permanent Secretary , Chief Director and all Heads o Department of the ministry, SLRA and the Director of Performance Contracts at State House. 

All items on the performance contract were explained and assigned to responsible and align Departments. The Minster courage all present to work hard and complete the set targets on time . He concluded that the ministry must try to scored at least 70% in all the target s sets for 2024.

Tuesday 7thMay 2024, MWPA invited the Drivers Union and the Sierra Leone Petroleum Dealers and Transport Union to a meeting to convey parliamentary approval of the review of the toll gate charges along the wellington Masiaka highway.

The Minister of Works and Public Assets, Dr. Denis M. Sandy chaired the meeting which was attended by the Deputy Minister MWPA, Permanent Secretary, and other senior staff of the ministry.The minister informed the meeting that parliament has approved the reviewed of the tollgate charges with the following conditions:

  1. 1. CLSG must submit traffic data to MWPA every month 
  2. 2. Submit revenue collected to MWPA every month
  3. 3. MWPA must commence nationwide sensitization within two weeks
  4. 4. MWPA and relevant stakeholders to review the tollgate contract 

The President of the Drivers Union Mr. Alpha Amadu Bah and his team were in support of the reviewed charges with few comments on the alternative road.

Mr. Bah assured the ministry that there will be no strike action by the Drivers Union. I will inform my membership to comply accordingly he added.

The Minister said there will be a sensitization campaign nationwide which will commence soon to enlighten the citizens about the Reviewed Toll Gate Charges by the Ministry. After which the Review of the Toll gate contract will commence in three months’ time. All relevant stakeholders will be involved in the review process.  In the review process, we will look at all concerns raised by the stakeholders and input them into the document.

  • On Monday 6th May 2024 the minister of works and public Assets Dr. Denis Sandy chaired the senior management meeting of the Ministry of Woks and Public Assets. In attendance at the meeting were all senior management staff of the ministry. 

The main agenda for the meeting was to cascade the performance contract signed by the ministry with his Excellency the President. Each performance indicator was aligned and assigned to a senior manager of subject expertise as a lead to ensure timely delivery. The Minister emphasized on the importance of the performance contract to him and the ministry and encourage senior management staff to deliver on every item listed in the tracking table.

Dr Denis Sandy opened the Egyptain Exhibition at the Miatta

The Minister of Works and Public Assets Dr Denis Sandy, today Monday 29 th  April 2024 opened the Egyptain Exhibition at the Miatta conference Centre.

The exhibition is geared towards fostering the bilateral relationship between Egypt and Sierra leone through trade.

The Miatta conference managed by the Ministry of Works has been rented to the Egyptians to exhibit their products and services for two weeks.
