On Thursday 7th December , 2023 the Minister of Works and Public Assets Dr. Denis Sandy led a delegation including the Deputy Minister madam Queen Fofanah, SLRA, etc - to Njala to inspect the gravelling or grading of the  Njala junction to Kpetema Road and from Bauya Junction to Tihun by  PaviFort company.  

Within 24 hours about 4.5Km (2 miles) has been done and the  company has promised to finish the grading before the Christmas period but more especially before His Excellency the President  leaves Freetown soon for Tihun for the holidays . 

As Minister of  Ministry of Works & Public Assets, I am impressed with the work done so far.

Launch of the Makolo junction to Mabang Bridge

 

  • The Ministry of Works And Public Assets, SLRA and the European Union commissioned the 14KM road leading from Makolo junction to Mabang Bridge on Wednesday 15th November ,2023.
  • The road is partly funded by the Government of Sierra Leone and the European Development fund. 
  • Sixty-three percent funded by the European Union and Thirty-seven percent by the Government of Sierra Leone. Also Government will compensate all those with properties along the road axis.
  •  The project which commences on the 1st November 2023 and will be completed on 1st January 2025.
  • The Vice President of the Republic of Sierra Leone Dr. Mohamed Juldeh Jalloh did the commissioning of the road.

    GRADUAL HANDING OVER OF REFURBISHED GOVERNMENT STRUCTRES ACROSS THE COUNTRY TO THE MINISTRY OF WORKS AND PUBLIC ASSETS 


    •  The MINISTER of Works and Public Assets Dr. Denis Sandy reiterated PRESIDENT BIO'S DESIRE TO ENSURE "DELIVERY and VALUE FOR MONEY" in Bo when receiving the newly refurbished Resident Minister Lodge and High Court.


    • When president Bio assigned the Works and Public Assets Ministry portfolio  to Dr. Sandy in July  2023 the President had one thing in mind for that decision; 
    •  "Go and ensure that contractors receiving government moneys for different kinds of Works projects deliver to ensure value for money in line with my new direction government" .


    •  With this in mind, Dr Denis Sandy , since taking up office on the 1st of  August ,2023 has held series of meetings with contractors at his New England Ville Office. 


    • During such meetings Dr Sandy emphasised the seriousness of President Bios's delivery mantra.
    • Hence on Saturday 30th  September, 2023, Dr Sandy along with a cross section of senior staff of the ministry of works and Public Assets travelled to Bo to grace  the handing over event of the newly refurbished Resident minister's Lodge at Reservation and the Judiciary Courts  building at Stock Road/by Prisons. 


    • Dr Sandy after being briefed about the works done by contractors  by his Team of Inspectors and the two contractors, was highly impressed with the refurbished works  and congratulated the two contractors for a marvelous job done.


    •  The minister used the occasion to encourage other contractors undertaking similar tasks for the government to always live up to expectations.


    •   Dr. Sandy intends to travel  to Kailahun and  Port Loko towns respectively to grace similar handing over ceremonies. 


    • Dr Sandy is indeed a minister on "the move across the country " with a fixed focus to ensure that contractors deliver on time and in accordance with the expectations. 
    • The minister is indeed on a mission to ensure that President Bio leaves a long lasting legacy for  the people of this country.

    • The Minister of Works and Public Assets , Dr.Denis Sandy ,  Permanent Secretary and Chief Director MWPA  engage Interns and Volunteers of the Ministry on Wednesday 20th September , 2023 . 
    • The meeting is to welcome the INTERNS  to the Ministry for the first time as Minister . Dr Sandy advised the Interns to take their Education and placement at MWPA very seriously . He gave them words of encouragement and stress on the importance of Education . 


    • Minister Sandy highlighted the position of the Ministry to the Interns on Dress code , Mutual Respect and Dedication to Work. At the end of your Internship at MWPA , I will award the best Interns , he concluded. 


    • The Interns and Volunteers were very happy for the first time to meet with the Leadership of MWPA and made commitments to take their temporary placement at MWPA  meaningful.

    • The Deputy Minister of Works and Public Assets, Madam Queen Fofanah chairs her maiden meeting on Government Quarters and Pubic Assets with Civil servants on Friday 8th September, 2023 at the Ministry’s conference room. 
    • This is the first meeting for series of meetings lined up for all Government Quarter Occupants. 
    • In attendance at the meeting were senior civil servants including Permanent Secretaries, Directors and Health Practitioners occupying Government Quarters in Brookfield’s. 
    • In her statement, Madam Queen Fofanah informed Government Quarter occupants on her vision to transform the management of Government Assets. She emphasized that her team at MWPA will leverage on the use of technology to digitize the management of all Government Assets. 
    • She added that the way in which Government Quarter Occupants are handling the quarters is unacceptable and therefore the Quarter management committee at MWPA will introduce a Tenancy Agreement between MWPA and Government Quarter Occupants that will be binding. 
    • Contributing to the discussions on Asset Management, the Asset Commission highlighted the powers of the Commission to support MWPA. The commission will use the ACT to enforce compliance on the management of Government Assets.
    • Civil servants at the meeting highlighted some of the challenges they are facing like access road, squatters, water and the unhygienic condition of some quarters. 
    • Many of the issues surrounding Government Quarters will be looked into as soon as possible to bring sanity in the management of Government Quarters, Madam Queen Fofanah concluded. 
    • Climaxing the meeting was the verification of Allocation Letters and Employment documents of every Government Quarter occupant.

    • The Ministry of Works and Public Assets on Friday , 1st September, 2023 held a one day in-house retreat .
    • The purpose of the retreat was to review the MWPA Service Charter . 
    • At the end of the day , the MWPA service Charter was reviewed to reflect the present socio-economic status of the country. 
    • The Minister instituted operations 12/12 policy. 
    • It will now take 12 working days to deliver on any public service at MWP

    • The Minister of Works and Public Assets, Dr. Denis Sandy has ended a two days inspection visit in the provinces to assess priority ongoing road construction projects. The Minister's inspection trip was to ensure that the road construction projects were on track and in accordance with government policies and programs, as road infrastructure is crucial for economic development to take place. 
    • The first inspection was on Wednesday 30th  August, 2023 at Kpetema for 46Km stretch leading to Mattru Jong; and the second inspection was on Thursday 31st  August, 2023 for the Kailahun -Koindu axis as far as the Guinea -Liberia Border.

    • The Minister also witnessed the signing of the contract between the Government of Sierra Leone and the consultant of the African Development Bank and the Chinese Contracting Firm. 
    • During the two inspections, the minister assessed the readiness of the two companies - Maripoma for the Kpetema Mattru Road and Chico for the Kailahun-Koindu Road as well as the state of the machinery and equipment brought in for these projects. 
    • The Minister was impressed with the progress made so far by the two construction companies and lauded the supervisory role of the Sierra Leone Road Authority in its entirety. 
    • During the site visit, Minister Sandy also held a productive meeting with land holding families in Kailahun and allayed their fears around compensation payments for their lands and demolished structures. He thanked the Land owning families for their patience and explained the benefits of this road project to them upon completion.

    • The Minister of  Works and Public Assets Dr. Denis Sandy held a high powered meeting on Thursday 24 August, 2023 with several contractors in the Road sector and the SLRA at the Ministry’s conference Hall.
    • They discussed matters relating to Road works as the sector/system is very crucial to the President's transformative agenda to develop the country. 
    • The major outcome of the meeting was the consensus to ensure that projects are completed in time despite some payment challenges to these contractors. 
    •  It was a very good and productive meeting, with agreement to have it once every two months to monitor progress so far.

    • The Minister of Works and Public Assets Dr.Denis Sandy on Wednesday 23rd August, 2023 (after the end of Cabinet meeting) monitored the Circular Road to Pademba Road Rehabilitation works of the Sierra Leone Roads Authority. 
    • The road has been so terrible because of the heavy down pour of rains and therefore needed a swift fix. Being one of the economic city centre roads and  leading to several institutions, it will be completed by  September, 2023 latest. " I will continue to monitor SLRA and  the work of the contractors to bring this  work to a speedy conclusion", the minister responded when asked by the contractors.

    • The Minister of Works and Public Assets, Dr. Denis Sandy and his Deputy Mrs. Queen Fofanah on Thursday, 10th August, 2023 met with the Chairman and Board members of the Sierra Leone Roads Authority (SLRA) at his New England Ville office.
    • The Board, congratulated the Minister and his Deputy on their appointment by his Excellency the President. They highlighted the role of the Board, successes and proffer some suggestions on the effective management of the Road sector based on their experiences working with sector players. 
    • The Minister in his statement, thank the Board of SLRA for paying him and his Deputy a courtesy all. I have listen and noted all the submissions of have made as a Board. I will take a look at the key recommendations you have highlighted and engage sectors accordingly, he added.
    • I will work to harmonize the roles of all the entities on Works and Public Assets .My Deputy and I will push for a cordial working relationship with respect to produce results in the Road sector. I will endeavor to revamp the Road sector, he concluded.

    Dr. Denis M. Sandy, Mrs. Queen Fofanah and staff of the Ministry of Works and Public Assets made an on the spot visit to the PWD works yard on Pademba Road. The PWD is one of the technical unit of the Ministry of Works and Public Assets. The facility offers Carpentry, Welding and Mechanical Services to the Public. 

    The Minister has a vision to revamp the Public Works Yard to a modern entity to deliver quality service to the Public.

    MINISTER OF WORKS AND PUBLIC ASSETS PAYS MAIDEN VISIT TO SLRA

      

    The Minister of Works and Public Assets Dr. Denis M. Sandy, his Deputy Madam Queen Fofanah and cross section of the staff of the Ministry of Works and Public Assets ,on Friday 4th August, 2023 paid an official visit to the Sierra Leone Roads Authority at the authority Head Office at Kissy. 

    The visit was to have first-hand information on the activities of SLRA, successes and Challenges in the Road sector. 

    The Director General of SLRA Ing. Amara Kanneh and team at the SLRA, were pleased to see the Minister and team. DG Kanneh highlighted key issues bordering the Road sector and promise to work cordially with the Minister and his team at the Ministry.

    The Minister, Dr. Sandy in his statement assures the staff of SLRA of his commitment to fix the challenges facing the Road sector in the fastest possible time. I am here to work with everyone who is ready to work with me to push the country forward. I am not an arm chair Minister, he added.

    I want to see President Bio’s government construct more new roads to enhance the FEED SALONE programme. He concluded.

    He succeeded Mr Peter Bayuku Konteh , who served this Ministry for 4 years. 


    The Permanent Secretary , Chief Director , staff of the Ministry of Public Works and Public Assets , Sierra Leone Roads Authority , the National Government Property and Assets Commission and the Media witnessed the Handing Over Ceremony at the Ministry's conference room.

    THE MINISTER OF MWPA, Peter Bayuku Konteh attends the third (3rd) Steering Committee meeting of the Praia - Dakar - Abidjan Transport Corridor Development Program held in Banjul, The Gambia, 28th - 31st March, 2023. 


    The Committee comprises of Hon. Ministers in-charge of Road Infrastructure for Cote d’ Ivoire, The Gambia, Guinea, Guinea Bissau, Liberia, Sierra Leone and Cape Verde, created by the Corridor Treaty signed by the Heads of State and Government in June, 2017, to provide oversight responsibilities for the implementation of constructing a Maritime and a 6 lane Highway connecting 9 States in the ECOWAS Region.


    The objective of the Meeting was to enable the Steering Committee to review the preparatory work for the implementation of the project, specifically, the ratification of the Corridor Treaty, procurement of Technical Studies, mobilization of project preparatory funds and project institutional arrangements to support the technical studies. 


    In his submission, he spoke about how SL has ratified the Treaty in 2021 and expressed our Government interest in seeing this project through. However, he expressed  concern over the slow pace of progress in the process and asked that the Commission endeavor to directly engage the three States that are yet to ratify it, namely Liberia, Cote d’Ivoire and Guinea Bissau so that donor organization like ADB, EU, EBID and others can provide more resources to fund the project.


    At the conclusion of the deliberations, he  advocated for the next Steering Committee Meeting to be held in Freetown in September 2023, which was unanimously approved by the Committee.
